A "dummy hotel booking" is the common name for a hotel reservation made for a visa application, when the traveller doesn't want to prepay a stay before the visa is granted. Done properly, it is simply a real reservation on a free-cancellation rate, used as proof of accommodation and cancelled or replaced later.
Why fake or edited vouchers are dangerous
Some websites sell "vouchers" that were never booked, or edited PDFs with invented confirmation numbers. Consulates and border officers can and do contact hotels. A booking that doesn't exist can be treated as false documentation, which can lead to refusal and can affect future applications.
